What is the minimum purchase for VAT refund in Portugal?

€50 per invoice from a single retailer on the same day. The retailer must be registered in the e-Fatura tax-free scheme and issue a digital tax-free form linked to your passport.

Yes. Madeira's standard VAT is 22% and the Azores' is 16%, both lower than the 23% mainland rate. The same eTaxFree process applies, but the refundable amount is calculated on the local rate.

Does Portugal use paper or digital tax-free forms?

Portugal uses the eTaxFree digital system as standard, so most tax-free transactions are paperless and tied to your passport scan. A printed receipt is still issued, but validation is done by passport scan at the kiosk.

Can I claim VAT refund leaving Portugal by land to Spain?

In theory yes, but there are no manned customs validation points at the Portugal-Spain land border. In practice, most travelers validate at their final EU exit airport (Portugal or Spain) using that country's digital system.
